The Haddam Resident State Troopers office is currently staffed by two State Troopers from Troop "F", Westbrook barracks. The Resident State Troopers were assigned by the Westbrook barracks commander to the Resident State Trooper position after the Troopers went through a competitive selection process which includes an oral interview and prior evaluations.

The Resident State Troopers have the responsibility of handling every police related function in the Town of Haddam which include investigating crimes, investigating car collisions, teaching D.A.R.E., participating in community policing activities, applying for federal grants, patrolling the town, enforcing motor vehicle laws, making arrests and giving public presentations on a wide array of public safety issues, just to name a few.

The Connecticut State Police, Resident State Trooper program began in 1947 and has become one of the most effective programs in law enforcement for smaller, community policing. Several other State Police departments around the country have used the Connecticut State Police, Resident State Trooper program as a model for designing their own programs.

The program is cost effective for towns in which the individual town has highly trained, professional State Troopers assigned strictly to the town. The Resident State Troopers are employed by the State Police and the town enters into a contract with the State Police Department for the services of the State Troopers.

Trooper Enrico Milardo and Trooper Joseph Deangelo


Trooper Milardo has been a Connecticut State Trooper since 1998 and is permanently assigned to the Haddam Resident Troopers’ Office since January 2010, currently working the day shift. 


Trooper Milardo has an Associate degree from Middlesex Community College and was a Middletown, CT Police Auxiliary Officer for three years.


Trooper Milardo began his career as a Connecticut State Trooper in 1998 and has received an Exemplary Service Award from the Hartford Police Department (Hartford Police/Connecticut State Police Joint Task Force Initiative in 2001).  Trooper Milardo received this Exemplary Service Award from the Hartford Police Department, due to his contributing actions while assigned to that initiative. 


Trooper Milardo received Unit Citation Awards in 2001, 2004 and 2010, and has been a Connecticut State Police Field Training Officer since 2003, and is still active in the field training of new Trooper trainees.  In 2013, Trooper Milardo received the Meritorious Service Award.   Trooper Milardo is also a D.A.R.E. instructor.

Trooper Milardo is involved with the Haddam-Killingworth Youth & Family Services, Juvenile Review Board and "Healthy Communities/Healthy Kids Coalition", a collaborative effort to control underage drinking.

Trooper Deangelo grew up in Connecticut and has been with the CT State Police since 2012.  Since that time, he has been assigned to Troop F in Westbrook.  He is very familiar with the town of Haddam due to working in the area for the past several years.  Prior to coming on with State Police, he had worked in Sales.  He has a Bachelors degree in Marketing/Communications and is currently working on his MBA in Management.  While serving as the temporary Resident Trooper in Haddam, he will be working primarily Evening Shift (3pm-11pm).

 

Troopers Milardo and Deangelo are able to get to know town citizens on a more personal level as they are in town every regular shift that they work and they have an office at the former Haddam-Killingworth Middle School, 95 Little City Road, Higganum, with a mail address of 30 Field Park Drive, Haddam, CT 06438. If the Resident State Trooper is currently out of the office, the call will automatically ring at the Westbrook Barracks. If a citizen is calling to report a crime, suspicious incident or emergency, please tell the State Trooper who answers the telephone at the Westbrook barracks so that a State Trooper can be sent immediately to assist or investigate.

RESIDENTS REQUESTING PISTOL PERMIT APPLICATION FINGERPRINTING, CAN DO SO BY GOING TO CONNECTICUT STATE POLICE HEADQUARTERS, 1111 COUNTRY CLUB ROAD, MIDDLETOWN.  THIS OPTION MAY SPEED UP THE ENTIRE PROCESS, AS IT IS COMPLETED ELECTRONICALLY.   (Hours of operation are Monday through Friday 8:30 am – 4:15 pm)
